An activist is killed during a civil rights demonstration staged in Frankfurt. Rumors fly that it was “dirty cops” who did it. Police reporter Norman Jacobi is shown a fuzzy video of the crime, and one of the protesters promises to provide him with evidence that will incriminate the police force.
